Student: the raw, inductive resistance to limit the current. Of course the coil generates a magnetic field, but that's not what we need.
The inductance is not the same as electromagnetism. Electromagnetism usually refers to electromagnetic induction and electromagnetic field, which mainly describes the relationship between electricity and magnetism.
In the case of fluorescent lamp, there is no electromagnetic ballast, only the inductive ballast and electronic ballast.
