Is there a difference between the throttle cable and the shift cable for my 1978 50 hp merc?

i keep adjusting the throttle cable and and it either goes into forward and neutral or neutral and reverse there is they dont all work at the same time.

The cables look the same. What I would is install them in the control box, then move the shift only. Then install the cable that moved before then installing the throttle. Then I'd shift yo forward and full throttle, and adjust the throttle for the correct opening of the carburetor I don't ever recall cable installation being an issue. I've seen a few questions recently? I'd have to wonder why. This is a safety issue. If you don't know how to install and adjust the control cables I think you at the very least have a shop manual, and follow it carefully.
I agree with Richard,you need to be careful when you are setting these cables because someone could be seriously hurt if not done properly.Your throttle and shift cables are the same.You should hook them up in the control box first.Make sure when hooking them up you use the proper 1 for throttle and shift.To check this you can shift the control box and the one that moves first at the engine is the shift cable.Another way to check is the cables at the engine with the box in neutral 1 is longer then the other,the shortest 1 is the shift cable.If you have any doubts get yourself a manual.
