Is there a way in MS Word 2003 to lock a particular part of a document, yet leave another part open for editing?

I hear you. This is a problem in many neighborhoods. I live on a quiet street with a 30 MPH speed limit and see speeding cars every day, some clearly doing as much as 50. Besides, one time when I briefly parked in front of the house, the neighbor kid who had his license for 2 months smashed into the back of my car doing at least 45 MPH nearly totaling it. We tried asking city to install mild speed bumps and were declined. Generally, how do you stop people from being reckless and negligent? You can't, so the only thing you can do is take measures and safety precautions to protect yourself from speeders and do not park on the street. I live in Texas. We had an incident in a nearby town last month, when an adult in late 20's went to talk to the kids next door about their speeding, they ambushed him and beat him to death just for that, I don't know if you read about it. They are now in jail doing a life sentence, and it was a quite decent neighborhood too.
