Is there any way to make a &through street& into a &dead end&?

I live in an upper middle-class neighborhood. There is an apartment complex that is adjacent, but separate with its own designated entrance and exits. The apartment complex existed prior to the neighborhood. The majority of the apartment residents use our street to get to the rear of the complex because we don't have speed bumps and they can zoom through pretty quick. I am sick of all the traffic because the residents of the complex typically drive vehicles that are in bad shape or have been modified on exhausts or stereos. Kids in the neighborhood cant ride bikes in the street, or people are afraid to walk their dogs or take younger kids out in strollers. None of the neighborhood residents drive to the apartment complex. Since the apartment complex has another entrance and exit, would I be able to get the neighborhood street ended in a dead end?

Answer:

Yes, it's part of safety. When jockeys race they need to wear several pairs of goggles. In fact you can actually see them pulling them down as they go around the track so they can see. It can be a bit of a challenge dealing with the mud, dirt and sand kicking back in their face. So, Jockeys have to wear several sets of goggles to protect their eyes, otherwise it would be pretty difficult to see. They stack the several pairs of goggles on top of each other and pull them down gradually as each set gets dirty. :)
What would be the point? They certainly wouldn't be permitted to sling a pair half way round, and wouldn't have the time to do it anyhow.
I have a dock for speakers that keeps it charged while in use. I also have an ac adapter so if I need to plug it into the wall I can. Other than that, I do not think you need much. Maybe a radio adaptor if you wish
