A better description of the intake would help, alot of low CAI's like that have 2 parts so that you can attach the filter to just half of the intake during the rainy season.
in addition to the above answer, get a water bypass valve from aem for your intake
Do yourself a favor! Save your money, the Eclipse came with a cold air intake from the factory. Buying the shiny chrome ones does nothing for performance and just gives you a 4 hour job to clean,dry and oil the filter properly. To top it off most people apply too much oil and it ruins the MAF sensor. Save your money to replace the bad headgasket that all the 420a Neon motors have. There is a metal updated headgasket available only at the dealer. Do the water pump and timing belt pulleys at the same time, the water pump is what usually breaks and trashes the timing belt and intake valves.
Chrome intakes really aren't good to start with because they absorb heat. But just because it isn't name brand doesn't mean it's bad. An intakes an intake, it's really just piping. Just make sure you get a KN filter and don't use the one that comes with it. I wouldn't bother modding a Y2k Eclipse but to each their own I guess. Just my .02
