Red Heart is good.seems to be the most popular if you look in the storesCaron is nice.it is a softer yarn.good for baby itemsLion brand is okay, but I personally find some of it difficult to work withSpecialty yarns can be quite expensive, depending on what you want and how much you need for the projectI have seen some yarns go for over $20 for a small skein.TOO EXPENSIVE in my opinion.

I have been crocheting knitting since I was 16 yrs old, I'm 52 nowFrom the yarns you mentioned, I like Lionbrand the bestI have used all threeHowever I personally like Red heart yarn the best of allThe pros for it is it comes in loads of colors, its very durable, it comes in a no dye lot line! Which means the colors are easily matchedThe only con I can think of is sometimes you will find yarn that has ties in itHope thid helps ya!
Go to the shop your mom usually gets her yarns from and ask them for suggestions about what she likesAnother option is to buy her a yarn that she might feel it too extravagant to buy (a skein or two of silk for a scarf, or some nice sock yarn, or if your budget can handle it some cashmere or quiviut)Gift certificates are nice, but if you don't have a lot of money to spend, why not a set of beaded stitch markers, or some knitting gadgets she has her eye onA nice little bag or pouch to hold her knitting bit and bobs in it a nice gift tooSome new scissorsBut nice yarn doesn't have to be expensive, eitherLambs Pride has some nice yarns that are reasonable, and Cotton Classic is pretty affordable, too.
Take a peek in her knitting box, maybe that would helpthere are sooooo many yarn types etc depending on what kind of project you want to knitYou could also maybe look at any patterns she has that you know she would love the finished itme, that would tell you the yarn type and quantity, or you could get her a new pattern and yarn something again that you know she'd likei wonder wether a gift voucher from the wool shop would be an idea? Then she could choose, it's more thoughtful than money but at least you won't have bought her yarn she may not use.
