Flour is fine and can get into the air. Grain silos are filled with whole grains. They are dusty and dirty, but dirt isn't flammable. You can set grain on fire, but of course you aren't going to see a whole kernel of corn floating around in the air that you could accidentally ignite with your cigarette.
