Will it work if I put a pigtail (connect the wires by twisting them together) or does that stop it from working properly..

Twisting wires on a power cable?? Should work to start a fire and kill you laptop, assuming you don't electrocute yourself first.? No, sorry, I think you need to buy a new one.
Unplug it, get rid of the battery. Then carry the potential button for 10 seconds. Reinstall the battery, plug it in and charge the battery without using it until eventually it is totally charged.
That would not be wise. Alot of power is traveling through that cable. Chances are you might fry your laptop or start a fire. Just go buy a new cable
If you know how to do a reasonably-competent job and cover your splices with heat shrink tubing, there is no problem. Note that if we're talking about the cable that connects to the laptop, the current is fairly high (3A or so) so the splice cannot be thinner than the wire in the cable at any point. The splice should be both mechanically and electrically solid. If there's a bulge, a thin part, wire sticking out, loose tape ends, or any other such nonsense, the cord should *definitely* not be used. Any signs of incompetent assembly should be cause for completely disassembling and inspecting the splice.
It is possible to reconnect a severed cable... but unless you know what you are doing and have the special tools and parts to make a proper splice, I would not attempt to do so. The current passing through the laptop transformer is pretty high voltage stuff. If you should happen to cross-connect or develop a short across your splice, you could get a nasty shock, fry your computer or even start a fire. Electricity can be tricky stuff. Make sure you know what you are doing or you, your computer or the both of you could end up in a very bad way. In the long run, you're much better off simply buying a new replacement power supply. Good luck! ***ADDITIONAL*** If the battery light is constantly blinking, the battery in the computer could be dead as well (not surprising given the state of the charger). You probably need to replace both the battery and the charger.
