is this enough light for elodea/egeria to thrive or should I buy a full spectrum grow light? northern light is from a far window

The type (color) of light is a factor in plant growth, but the amount of light is far more important. You should get good growth using adequate amounts of florescent, incandescent, natural sunlight, or any combination. A full spectrum grow light or natural light will generally provide better results than florescent or incandescent lights. As far as cost is concerned, natural light is free, but you'll need to be close to a window and it may make the water too warm.
