There are reflective coatings for your roof that will be more effective than just white paint. And typically there will be some separation between the roof rafters and ceiling joists such that you can still ventilate the roof using mushroom vents (both powered and unpowered) - a good idea in any case. Ventilation alone will go a long way towards cooling your top floor even apart from a reflective coating. Whatever you do, do not clutter up the roof as you suggest. That will interfere with drainage, trap debris and worse possibly come off in a high wind (and for this discussion, 20-30mph is high enough).
