I have some things in my circuit that need about 11v and others that need about 7v. Could I make a 12v battery pack and then just tap in at the 7.2v and 12v point. For instance with 10 batteries in series at 1.2v that would be 12v from the first to the last but if i also have a wire coming out from the 7.2v point after 6 cells. These would be rechargable nimh cells so if i did this would they become off balance and not charge right ? Like would the first 6 discharge more than the second six and then when I want to charge all 10 it would mess up those six ?

You answered your own question. Yes the bottom cells could completely discharge (and possibly reverse charge) which is disastrous for the battery pack.
