My 2001 Ford Focus runs really rough, is this part of the recall?

There is a fuel system recall on all 2001 Ford Focus cars involving contamination of the filter in the fuel delivery module and can reduce or block the flow of fuel to the engine.My car‘s check engine light came on almost a year ago and since it has been running like a diesel. It sometimes hesitates. They say that it also can result in loss of power (which I have experienced prior, but realized it had to do with holes in my vacuum hoses).Ford told me that I am under warranty but I will need to pay $72 to have a check engine done, and if that is one of the problems, they will fix for free. Is this worth doing?

Yes the recall on the 2001 Focus Fuel Pump needs to be replaced, as for the $72 dollars dont pay it because it it is due to the Fuel Pump failure.
Go to any auto parts store and have them check it for free. If you have a code P0171 System Too Lean (Bank 1) then it is likely a vacuum leak. Ask them to show you the PCV elbow. the hose running the PCV valve frequently dries out and cracks open, causing an inefficient fuel-to-air ratio, which would then elicit a rough idle. This is a very common problem on those cars.
