What you need to test the electroscope is a charged insulator. Rub a balloon on your hair and bring it near. Try a length of plastic pipe rubbed on some clothing. A polar plus jumper that has been worn over synthetic clothing often produces big static charges. This might also work. As long as two things are right your foil will repel. It must be very soft at the joint so it can move. If the foil is crinkled in any way it will not work well. And the electroscope must be well insulated. A bad choice of materials for the insulator will destroy its function.
