My passenger side windshield wiper isnt moving?

When I turn on my windshield wipers the drivers side moves normally but my passenger side tries to move but doesnt move more than 1/2 inch or so from the bottom once then doesnt move at all. When I put it (the wiper) up near the mid of the windshield it moves a few inches (like 2-3) then goes back down to the off position even when they are turned on. Also when I turn them off it rests lower on the window then before. Please can anyone tell me whats wrong and how I can fix it or how much this will cost me? I have a 2000 Dodge Grand Caravan

You probably have one of two conditions - the wiper arm has loosened from its mounting point at the base of the arm or the splines at the base have been stripped or secondly the linkage betwwen the drivers side and passengers side has broken or in some way become disconnected. The first thing that I would do is turn the power on and watch the nut at the base of the passengerside wiper arm - if its moving back and forth and the wiper arm doesn't move then you could try tightening it - but the splines that are on the inside face of the wiper arm are most likely stripped and there is nothing left for the splines to mesh with. If the nut does not move back and forth then look to see if the linkage between the good (driverside) wiper arm and the passengerside is moving. If its moving in synch with the driverside arm then check the connection at the point where it attaches to the passengerside arm and see if it has somehow become disconnected. The wiper arm for my Acura was around $70 - and don't get one from a salvage yard . Hope this helps Happy Motoring
Listen to Tim P and Al. The Caravans seem to commonly have a problem with the bolt coming loosen. Try tightening it down and see if that helps. This is especially prevalent in icy conditions, so make sure you clear the ice from your windshield and wipers before turning them on.
under the mounting point of the wiper.there is a black plastic cover.it kinda pops offunder that is about a 13 or 14 mm nut that has come loosemake sure wiper on other side is in parked position and tighten the nut.should be fine.it happens all the time on bolt down wiper arms
