My shapeshifters: Too much like Twilight vampires? (eeeeek! xP)?

1.) They're cold, their body temperatures remain at whatever temperature it is outside. They have no body heat and are most times cold, even in the sun, because their bodies don't absorb outside heat well. 2.) They shimmer in bright light because mercury is reflective. 3.) They have super speed and strength. Speed because I want them to, and strength because most substances float in mercury. So they're not actually lifting the material, it's just floating on top of them. They can't be crushed by whatever they're holding.I may even think of yet *another* resemblance later 0.o eek

If it's a state road, the locale dictates the speed limit. You'll have to go to the state transportation department for that. It it's a county road or local/city road, you probably have a safety board or something like it in your town. They can review the ordinance and raise the speed limit.
Gas mileage is really the key issue, in mild conditions part time 4X4 is usually better on gas in tough conditions full time is rather better but it sucks far more gas to move all 4 wheels. Different companies have had different ways to make part-time/full-time so the real technical difference could vary for older vehicles I think this was done mechanically with a sort of limited slip system.
We had the reverse problem in my town (a 2 lane road being classified as a highway, it led to a ton of fatalities) and got the speed limit dropped. Heres how: 1) Figure out if there are schools, hospitals, etc. along the road. If there are, you might be SOL because they will force the lower speed. 2) Get a petition of people who want it raised and present it to the governor (Schwarzenegger converted our road himself) and to the state reps. Other than that, not alot of ways to do it.
