As his employer, you should already have the information in hand that the agency is requiring. You should have not involved the drivers and handled the Security clearance between you and the Agency. But since he is fired for information you already had in your posession, then none of it makes sense.
if you are on fire i would use an extinguisher, if you are smoking a cig i wouldn't say anything because its your own free will not mine.
I'm sure the story is just fiction but it would certainly be possible to build one, many modern cars use key-less remote locking. But the cost? Ultra-expensive, it would have to be specially engineered using very small super-strong parts.
