Question:

My wife has a severe asthma and it got worse after we found mold on window sills. How do we deal with the?

Land lord now. We have nasty old singe pane windows. Can we request to replace them with double pane windows and would it resolve the mold issue?

Answer:

Typically, no. The fog that comes from dry ice IS NOT smoke. It is water vapor. But it ALSO contains a lot of carbon dioxide, so if your smoke detector is of the CO 2 type, then yes.
If they aren't welded, they don't count. If any are threaded and will be seal-welded later, they do count. If they have weld-neck flanges they do count. If there is no weld, why would they be counted?
