Try checking the fuse first. $0.10 USD. If it's the motor then without knowing make and model of the vehicle in question there is no way to estimate the cost.
If you can't hear the wiper motor when you turn the switch on then check fuses or look into replacing the wiper motor or possibly even the wiper switch. If you turn the wipers on and you can hear the motor then the most common thing is that the wiper arms are loose or stripped. Theres a nut that holds the bottom of your wiper arm on, tighten them up on both sides. If that doesn't work, remove the wiper arms and make sure their not stripped. If the motors on, you tightened the wiper arms and it still doesn't work then something broke in the wiper transmission. The transmission is a basically a linkage that connects the motor to the wiper arms. Cost depends on whats wrong. It could be a few dollars for a fuse or a few hundred to replace the other parts.
Depends on what is causin them not to work. Could be a blown fuse and thatd be a cheap fix. Just a few bux
