Since quartz is one of many silicates, it is unlikely that a region rich in silicon and oxygen would form only one structure - quartz - and not the other forms - like feldspar - which is even more common, at least on Earth (Not to mention other stuff that's floating around out there, like water and iron - that would surely contaminate the purity of a quartz planet).
