Not getting Windshield Wiper Fluid?

My wiper fluid froze. I thawed everything out. Blew air into the lines. My wipers work, but am not getting any fluid. I tried a new pump, but that did not solve the problem. I could not locate a fuse for the pump. Any suggestions?
