Any electric drill you can get your hands on that will use any drill bits you can get your hands on that have the diameter you want. If the holes are to be 1/8 or less, you don't need a drill. Just push the pointed tip of a compass through the can. This will all work better if you fill the can with sand first. Otherwise the soft aluminum will keep bending away with the drill bit slipping and you may end up drilling a hole in your hand. Also, if you need to use the electric drill, mark the points first by pushing a compass point into the can. That way the tip of the drill bit will stay put when you drill. Use high speed and go very slow. The aluminum can will want to tear and twist if you don't.
Speed bumps - stand on the pedals, lean forward ever so slightly, push your butt back, keep your arms slightly bent, just roll over it. curbs, going down - same as above curbs, going up - using the same position as above: as you approach the curb, lift up the front wheel just as you're about to hit the curb. When the front wheel is over, push the pedals, then as the rear wheel is about to hit the curb lean slightly more forward to keep your weight off the rear wheel. If you have toe straps or step-in pedals, you should actually pick up the rear wheel with your legs as it hits the curb. In any case, don't carry alot of speed when going up curbs, just go fast enough to get yourself over it. When you get better at it, you can pick up more speed and actually 'hop' the bike over the curb, but this takes practice, and if you don't do it right you can blow out you tire and even damage the wheel.
