I don't think it's a fire hydrant. No connectors for a hose. Those would have been a permanent part of the shaft. No parking meters in those days. I'm leaning towards a public drinking fountain. The top is sealed off and that may have had a fountain on top. The water would have come from a well. I only remember a hand pump for public drinking water. The gears puzzle me, don't know what would have powered it. I'll bet if you take the photos to your Chamber of Commerce, they'll know or can find out. I wish you had given the city. I couldn't find any old photos of public fountains on the internet, as I even remember. If you're near a river, my only other thought is it may have been a pump used during floods. Those were used to pump water that comes into the city through the sewer system, before the river overflows it's banks. This kept the town/streets from flooding for a while, giving residents more time to prepare before overflow of the banks. I remember those where I lived, but they were on the river bank.
you might nedd to change spark plugs, wires, and distributar cap. it sounds like your just losing power because you need a tune up
