I am trying to figure out what is the best way to drive the flow between the weir and the for, but this is for a Small Hydropower Project in Panama, Republic of Panama. Which is the best (technical and economical) way to conduct the flow?

You don't really need code nor build a utility to perform this. You should use the Data Transformation Services (DTS) that come with SQL Server 2000 to append your data. Another easier alternative is importing the data using the Import / Export wizard in Enterprise Manager. Hope this helps.
Negative Externality. No, if left alone the problem doesn't solve itself. The studded tire drivers are individually more safe, why should they change? Even if the average driver is less safe. One solution is put a tax or fee on the tire, and pay it back to the highway department. I don't live in the USA, and a lot of auto parts and electronics have recycling fees attached based on the cost of getting rid of them once they are ready to be thrown out. Stupid example though. Although it reminds me of SUV drivers riding safely around in their tanks that kill the rest of us when they crash.
