Answer:

no, it can be found in the green Airport Facilities directory along with the description of their activation. however, section charts do depicted lighted airports with an L which comes after the field elevation the L signifies that it is lighted, but does not tell if it is PC
It is not designated on a sectional, but the A/FD will provide all details about the airport lighting. Also, low altitude IFR charts will designate pilot-controlled lighting as (L) next to an airport symbol.
