Get a carrier and keep it somewhere it's easy to find. Even the most difficult cats can be loaded into a carrier, by tipping it on end, and lowering the cat inside. Carriers are inexpensive - every cat owner should have them - and not for emergencies only, either. Most of us use them for visits to the vet, too. Without a carrier, my only suggestion is to use a heavy blanket, but you'll have to hold onto the cat physically for the entire time outside of your apt. Where the heck do you live? If it's negative 30 degrees, I hope you have a vehicle with a good heater. Don't do as another suggested and wrap a cat in anything wet and then go outdoors in that kind of weather, unless you actually have to run through fire.

The poor thing was scared- always make sure you have an easy access carry basket for them. The dogs are easy to get, but the cats are always likely to run thinking their safe and end up hurt- or much worse. If you don't have an easy access carry case, make cure you have a thick warm blanket to hold him in. If he stuggles he won't get hurt, he'll be safe and won't scratch your arms to shreads.
I have a carrying case for my cats. I have a soft one that is comfortable, and they tend to be more expensive, but they are nice. Then I have a hard one that is less comfortable but it does the job. So go to your local pet store or if you have walmart where you live they may sell pet carriers or pet taxi's. Also Target sells them too. A pet carrier is going to be your best bet, its easy for you and your pet is safe. You can keep the carrier where you can access it easily, and can get the cat into it. You will need a fairly big carrier if your cat is 15lb. When you put the cat in the carrier, you will have to force the cat in it. The soft carrier that I have, my cats love it, we leave it out and they just climb into in and take a nap, so you may want to get a soft one if possible. After you purchase your carrier, practice putting your cat into it. If you get a hard one, put a pillow or a towel into the carrier to make it more comfortable, you can also leave a toy in the carrier to help the cat fee more at ease. We also leave treats in the pouch of our carrier to give our cat treats to help it cope with where we are taking them. Good luck with this, and I hope your apartment never catches on fire that would be terrible!
maybe you wash your hair alot,,!? or it seems that you have dry hair,dont worry hun i have the same problem ! you should put lots and lots of oils on it ..BUT u can only put oil during the night,or if you want you can put it during the day for 15 mins and then take a shower ! but no matter what you do..do NOT and do NOT put oil on your hair and go out ! because the sun will burn it and it will dry it more ! when you wanna go out just put styling gel on it ,and girl..it will look AMAZING ! and only wash your hair 1 time a week,,i know it sounds discusting,but thats gonna help you alot,you see..your hair is dry and if you keep washing it,not only your gonna wash the dirt,you are going to wash the sparkle of it !! hope i helped good luck xxx
