Not necessarily, depending on the structural characteristics of the valve. In the case of constant pressure difference between the two ends of the valve, if the valve is quick to open, the flow is greater than 50%;

if it is a linear valve, then the flow is equal to 50%; if it is a logarithmic valve (equal percentage valve), less than 50%.
