Answer:

I'm not sure what it is.. bably go to city hall and find out...seeing how Government Center is right next to Quincy Market. If you don't find out...try performing in the Common. Anyone can perform in the Common.
I think you need a busker's license. Ask a cop, he'll tell you for sure.. but there are so many performers that I doubt they check every one.
You will need some kind of permit. I would check with city hall. And as someone else said, try Boston Common or the Public Garden. There are always people in there on the pathways singing or playing an instrument.
It's called Busking and even Ben Franklin did it when he was younger. Quincy Market/Faneuil Hall is private property, and all performances there are scheduled. You need to audition and follow all the rules. Auditions are in April, so you missed this year. But the area in front of Faneuil Hall is Sam Adams Park (public property), that's first-come first-served. No permit is currently required to perform in the city of Boston, but a $25 license from the MBTA is required for Subway stations. Cambridge requires a $40 license. But read the link first, there have been issues between cops, residents, and competing artists. Good Luck.
