Don't know why you couldn't elbow around the pipe. You could also use a section of soft copper tube and form a jog around it.
Have you thought about a double jointed loose ring snaffle (happy mouth makes a few)? It won't hit the roof of the mouth, he won't be able to chew the rings, and will be more comfortable. This kind of bit should be a good starting place for bitting work.
Place a 90 on the end and turn it out at a 45 degree angle, then use a 45 to straighten it back out. Should allow you to clear the pipe above it. .
