In an english film,i found someone using a stopper to fill water in the wash basin,and then washing his face using the water collected. i wonder how can someone do that,as the basin is used to spit too.

It's used to SPIT? Not in my house, it isn't! It is a wash basin, not a spit basin. Spit in the toilet.
You just clean the sink after you use it (whether to wash up or brush your teeth and spit). My mom was always fussy like that. She even had a special container in the kitchen to wash veggies and such before she prepared them. She didn't like food touching the kitchen sink.
sorry but it must be a cultural thing .. I'm an aussie and that was how I was brought up too .. you place the plug in the sink hole and allow it to fill and wash from there.... spit is mainly only saliva anyway and GUESS WHAT .. that's already in your mouth ... the thing is you should wash the sink down after you use it so it is clean for others to use.. it is better than wasting water .
