rewiring windshield wipers?

i have a 91 gmc jimmy 4 door le. my wiper control works sorta i cannot get wipers to move unless i use the wash setting. and im not looking to spend $100 bucks for the control arm so im wondering if i can set up a 3 position toggle switch on my dash that will allow for wipers to work? i know it sounds dumb but i would like to have a (off, med, high) setting so if its possible what wires would i have to use?

Sure you can bypass the switch that is faulty. You might find yourself doing a little work to keep the washer working, or you can just forget it. Rather than a 3 position toggle, you might try a on/momentary switch. That is, flip it one way and the wipers go on, press it the other way and the wipers work as long as you hold the switch down. This is called a momentary switch. The idea here is to build your own intermittent wipers. You can get one swipe to take care of that pesky mist you get after it stops raining. You get constant wiping by flipping the switch the other way. As for which wires to hook up, you will need to do your own investigating. At the wiper motor you can disconnect the harness and play. The final circuit will only need two wires. You might install an in-line fuse since you don't want the burn the car up, and you do NOT know why the wipers stopped working anyway.
