Roofing with modified bitumen base sheet and cement only?

We have a very low slope roof, nearly flat. A local roofer proposed to redo it using only a base sheet and roofing cement. This sounds like it's probably a cheaper cut corner way to do it. Is this common?

I'm no expert, but I have the same kind of garage roof and I've had it done twice in 17 years with the rolled roofing and if it's done right, they didn't even use cement. I confess, the first time I fixed it myself and I did use the roofing cement. It was fine but I never did get the gutters on right, forgot the drip cap and so the back end of the roof rotted within 4 years. Eventually I had a handy man redo it and he did a better job that lasted for awhile, but a wind storm ripped it half off after about 6 years. My neighbors don't have nearly as many problems as I do with their garage roofs. In fact, I've never seen them repairing theirs. I'm actually in the midst of getting roofing bids myself, for the house and the garage. I've heard a lot about the rubber roofing on garage roofs but I've seen some bad reviews for that. I've gotten some good information from my city building inspectors on their opinions and they are unbiased. Good luck to you.
