okay. I would answer this question, however; you're not specifying what kind of pipe you are talking about, pipe lines, smoking pipes. If you could be more specific i'm sure your question could be answered.
You measure them to find out if the pipe that you're looking at, is the one you wanted! You can measure them any way you want. No good looking at copper pipes if you need PVC pipes. What dimensions you measure, depends on what type and class of pipe it is. That's about as vague as I can answer a rather vague question.
If there was signs of fire they would kick down the door if not they would get a hold of the owner and see if there is a problem in the home with smoke or maybe fire in the walls. Being on a police department we get 80 to 85% false alarms when we get called.
