it seams it is hard to change a fresh water tank to a salt water-(whatim gonna do)-so how do ii want to get damsels will they mate,how do i care for them,how much could i fit with hout stressing them,what to feed them,and personal experiences

i wouldn't put damsels in a 10 gal, i definitely wouldn't put 3-4 in a 10 gal with no live rock, to hide in from each other and in my opinion id make the upgraded tank into the saltwater and keep the 10 gal as fresh, fresh as more suitable options for a ten gal tank
A salt water tank as other have said is really a lot more complicated and a heck of a lot more expensive. If you have the time and the money to get into it then it can be lots of fun. You will need to go to a salt water store and buy live rock, live sand, salt mix, RO/DI water, powerheads and let you tank cycle for around 4 weeks with nothing in it. Then you need to test for ammonia, nitrite and nitrate. When those levels are undetecable you can slowly add fish. In a 10 gallon 2 damsels would pretty much max it out if they don't kill each other first. Don't let the name fool you. Damsels are the pound for pound most vicious fish in the ocean. Ongoing maintenance like water top offs, water changes, equipment cleaning, etc will also be a pain in the rear. Just make sure you know what you are getting into before you get into it. Good luck.
