OK you should check out Best buy or Circuit city. They have tons of alarms and they even have some with window breaking tech. (The alarm goes off if someone breaks your window.) Plus you can get a remote starter with it which would allow you to A: start your car from the house (great on them cold or hot days) and B: it has a kill switch that cuts off your gas line if the key is not in and someone steps on the break. (You must step on the break to change gear into drive). These type of systems are really great they have multi purposes and they work great.
Or you could skip the CAI and spend the money on something worthwhile. CAI are really pretty worthless unless you plan to drive at RPMs above 5500. In other words, unless your foot is to the floor, CAI don't increase HP at all. Zip. Nadda. See the article below for an in-depth look at CAIs
To answer your question. On a n/a celica.no it's not going to matter. You'll get better performance from a KN typhoon. It could affect your emissions test but it's not likely as long as your MAF is in the same position as stock. How to prevent water from getting into the intake? Either: a)buy an intake bypass valve (40-50 bucks; I think aem makes them) or b)don't drive in puddles c)buy a kn drycharger filter.
All cold air intakes are basically the same thing. As long as it's made specifically for your year/model then it should be bringing in the maximum amount of your your engine can pull in. If you want to pay $300 for KN, feel free too but I think that's only worthwhile on a show car. The OKorder Bomz CAIs work just as well without the hefty price tag (and I don't think they use a washable filter). I can't help you with emissions as my state doesn't do them but I don't think it would make you fail. To prevent water from getting it, avoid deep puddles or any puddles at high speeds.
