Star Trek - Why hasn't Data taken the Commander test given to Counselor Troi and Dr. Crusher?

I just watched Season 7 episode 16 of Star Trek TNG. I was wondering why Data hasn't achieved the rank of Commander. The story line seems to contradict much of the series rules. In order to have a bridge commande Deanna Troi takes the test to receive the rank of Commander. Data and other's often have control of the Bridge in the absence of Riker or Picard. So, why would she need to take the test? Secondly, why wouldn't Data have taken this test? It would seem he could pass it with ease, if it's just a simple test. Any thoughts Star Trek experts?

Maybe there are prerequisites like years in service or so and he just didn't match these.
Data was already a Lt. Commander when the series started. Whose to say he didn't take the test before Encounter at Farpoint. I think Beverly and Deanna had to study and then take the test. Lt. Commander was the rank that they had.
I suspect there is a different standard for medical staff where they don't get to be in command since Data is in charge when Riker and Picard are gone. I'm not positive, but medical staff might not have the same authority over regular Starfleet that doctors who are officers have in real life military.
