I'm a motorcycle newbie and I just want to know if I didn't change my motorcycle braking fluid what it's effect to motorycle breaking system

If it's long time like 3+ yrs, then change it. But usually if you can see the fluid level is still sufficient or more than 60% of the fluid box, it is OK.
it's cheap, and easy... there is no good reason not to change it. just be very careful not to get any brake fluid on any painted surface, it will eat paint in a hurry. edit: despite what dan H said, DOT 3 and DOT 4, are not necessarily interchangeable, there are DOT3 fluids, DOT 4 fluids, and some that are both.
Ideally it would be a transparent golden liquid, because it is hygroscopic it will attract water moisture, it also picks up impurities that are in the system. When buying a secondhand bike one should consider replacing all the fluids and probably the pads or the lines – just to be sure. Dark brown brake fluid is not necessarily dangerous or inefficient, but the peace of mind of new brake fluid is comforting when you consider its importance.
Yes, change it. manufacturer's recommendation is every 2 years. Remember that brake fluid eats paint so don''t get any on your paint and if you do, clean it up immediately with lots of water. Replace it with the same type of brake fluid that is in there. The DOT type should be on the master cylinder cover. This is NOT a place to go for synthetic unless that is what the bike shipped with. (DOT 3 and 4 and interchangeable).
Change it. While changing, flush the system. Brown isn't good. Often, brown means rust, which means water in the system. The effect? Damage/corrosion to calipers and master cylinder. Lowered boiling point - causes soft brakes, loss of effectiveness.
