the crack is below ground level and the rain water is running a stream toward the drain. About twenty feet away is crack on basement floor

You can buy a two part poly injection system on line that will fix the crack.After the crack is fixed fix the 12x12 area with a vinyl concrete.
A temporary fix is to chip out the crack 1/2 deep/wide and fill with mortar. You will probably have to excavate/dig outside to fix a footing drain that has stopped flowing/blocked. GL
you will need to fix this from the outside...think about it, if the water is running through a block wall then the water is filling the cells of the blocks until it gets high enough to run in the crack...you can clean the crack and have it tuck pointed but the water will still be on the inside of the wall...put in a french drain if you dont have one...clean out the one you have if you do...
I noticed that you're stating a cement block wall. Your best bet (if you don't want to get too costly), is to purchase some hydraulic cement. You want it to be at a consistency that is a thicker putty. By doing this, you can press it into the crack firmly, and it will hold. Unfortuneately, if you're getting a lot of water, you may need to dig outside, down to the hole, and do your cement repair from the outside. Once fixed, you can treat the inner basement wall with drylock. (Water sealer).
