if your building a new house, then yes by code smoke detectors are required, also a carbon monoxide detector is required. all smoke detectors are to be 120v with battery backup and all smoke detectors are to be wired together where if one detector goes off all detectors will go off. if your buying a house, have a home inpector check the house out and if he knows what he's doing he will recomend a smoke detector system. if this is your own home you are living in then no they can't make you put smoke detectors in. If you are renting they yes your landlord can be forced to put in smoke detectors. if you are a landlord then yes you can be forced to put in smoke detectors in if your renter calls code enforcement and asks for an inspection.
