If it's an outboard, It's most likely the water pump needs re building. As for east wood's answer, the impellar is in the waterpump. It's what you replace when you rebuild the water pump. If it's an inboard/ outboard, it has two water pumps. One on the engine and one in the outdrive. To check the one in the outdrive, make sure the outdrive is submerged in water, remove the hose going from the outdrive to the engine at the thermostat housing and start the engine. If it spews water the outdrive pump is working. Replace the hose and remove a hose from one of the exhaust mainfolds and start the engine. If it spews water, the engine pump is working. And you probably have a clogged exhaust riser elbow. 1 or both. If that's the case the clogged elbow(s) need replaced.
Sounds like the trim motor has stopped working. Once its located in the boat a simple test can be done to determine if its the trim motor or a bad trim solenoid. The 2 solenoids should be mounted on the trim motor bracket. There should be a large red wire going to one positive post or a copper bar that is your positive connection. There should be a green wire from the trim motor to one solenoid and a blue wire to the other. Take a short jumper wire and touch the positive to the terminals of each. This jumps the solenoids, and the trim motor should work. Blue wire is for the up position and green is for the down position. If you get a large arch of electric power and the motor does not operate the motor is locked up. If the motor operates try removing the wires one at a time and cleaning the corrosion. Make sure you have a good ground to each solenoid and also the trim bracket.If the motor operates by jumping the solenoids and you have clean connections the solenoids may need to be replaced.
