The WPS setting is not available. That is the "option" button with the gear. It's gray.
It should be in [inserting]. What version of yours is available, possibly personal edition, limiting this functionality?

The question is simpleYou open an doc document arbitrarily, and you can set options on that pageYou cannot set options when you are on the template page.
