It shouldn't be too uncomfortable to wear a swimsuit under clothing. It might just be a little tight which can be helped by wearing airier clothing over top. Honestly, if you are going to a place with a wet and dry section then people won't be shocked to see you in a swimsuit or a swimsuit underneath your clothes. I would just stay away fromt he obvious things like a crop top or a shirt with thin straps. A skirt might be a good idea to wear since pants or shorts might increase the uncomfortableness caused by the swimsuit.
For a woman,these suggestions work fine, but for us men, one thing I have done is worn a sweat suit with a hoodie as the top and was able to slip them off and went in with no problems.
