I suspect you are talking about cooling towers. Coal, gas or oil fired power plants can use cooling towers, as can nuclear power plants. Missile silos are usually underground and rarely have smoke or steam coming out of them unless something is very wrong.
Yes China has intercontinental ballistic missles with nuclear warheads. I think that they wouldn't be nearly as accurate or reliable as American missles, but they'd do a lot of damage nevertheless.
