For plastic, Krylon makes a spray for specifically for plastic. Use can use this for stencils. Otherwise, to hand-paint, there are plastic-specific paints at most hobby stores for plastic and Plexiglas. It is not oil-based, which requires solvent to clean up (bad to breathe the solvent and bad on plastic). They are water based and water cleanup. You can buff the area with steel wool so the paint would adhere better, but don't gouge the plastic too deeply. Just lightly rub, and paint in that area. If you are painting overall, use a flat (not gloss) spray paint like the Krylon for plastic. Then paint on top of the Krylon. Testor's brand makes both oil based and water based, but there are other manufacturers on the market. The rc/hobby/model shops would have everything you need. Hope this helps!
