Wat wrong with my windshield wiper?

I live in Chicago and have a 1994 Toyota corolla. Today when I went to start my car my windshield wiper would not work. However I hear the motor running. I was wondering what is wrong with it? Is it frozen or is the motor mess up? and how much would it cost to replace if the motor is mess up?
