Question:

Water is transparent and can have a reflective surface - how/why both at the same time?

Answer:

Haha, well, I would start by grapping my laptop, phone and getting the hell out of there. I would hope I have enough insurance for everything that just got destroyed. Probably a couple of guitars if I could manageand a pair of clothes and a blanket in case I have to run through the fire.
Common sense must prevail when parking near hydrants. Not all curbs are painted in their entirety. If you were parked in a metered spot, you have a case. Check out the signs there, also. Get a photo of the spot. The judge may see your side of it. Otherwise, prepare to cough up some cash. Good luck.
