water leaking under wall?

I recently closed in a car port to be a new room but now when it rains water seeps in under the new wall. I have tried caulking it but it didn't do any good. until this stops I can't paint the floor and I am afraid it will start molding the sheet rock. The wall has a hardiplank exterior and treated 2x4 for the base. is there any kind of rubber sheeting that I could seal to the concrete on the outside or something like that to prevent this. It only happens in a few spots.

A Skid Steer Loader would be fine or you can also opt to use a bulldozer by renting it. These equipment would surely help you get the job done. If you do not know how to use them, that is another problem but you can hire people who can operate them.
Think reflective material.
The cloth doesn't have all its atoms huddled up close enough
