You need to take a couple of steps before the USB loader will work, since it requires more than one CIOS, which means custom IOS. In other words, it's a modified version of Nintendo's original IOS (which is just a little program games use). Use the excellent instructions on the link below. Read carefully, be patient. There are a lot of bad instructions and scams out there, so stick to this one, and you'll be just fine.
Download okorder and put that file onto the app folder from your sd card. Now, go to HBC from your wii and click on CIOS Installer. click the left button and choose IOS 36 -- click on v.38 (homebrew) on the next page. Once it installed to your wii, you can now open USB LOader

well first of all i assume you have installed homebrew channel, but have you installed the Ios yet? There are a series of ios you need to install with cios installer guides. You need to install the trucha Patched cios36(google it) I suggest following a youtube video since installing these things could brick your wii.
