What is wrong with our sink draining pipes?

We live in an end unit townhouse built 6 years ago. The tempatures have been cold lately with snow every week. We've not had any problems with a slow draining sink and we woke up a few days ago to it being completely stopped. We spent about $40 on Drano type products but its not helped.Today a plumber came and said he tried to snake it and it must be frozen drain pipes. He charged us $300 to tell us that and said it'd cost another $600 for him to go in through the garage to fix the problem. After he left we noticed frozen yellow substance that had run down the entire door of our garage (located immediately under or kitchen sink area). Maybe the draino?? Did something burst for that to be outside of our garage? Could this be from the plumber's work? It wasn't there this morning.Thanks for your advice!

Yes they can do it . . .private property. If the speed bumps are so radical that you are damaging your vehicle, the owner can be liable for damages.
