I am suspecting it was put there as a sound barrier between the two floorsDoes not do it very well if at all especially if it is woven fiberglass matting If it is pink fibreglass insulation, it would serve you better if it were up in your attic ontop of the rest of the insulation which should be laying on the ceiling of the box called the house - in the angle rafters is useless unless the attic is a room with a floor-then it goes to the outer walls or rafters(depends on age of house as to the style of construction)(you never can have too much-especially if you have cold winters and hot summers.)
