Can someone with a &master& key open any lock?

We recently changed outer door locks on my mom's apartment because she doesn't want her apartment manager going in while she is away from home. With their master key, would they still be able to unlock her door without having the new key? Are these keys capable of opening other doors in any placesay, outside of the apartment complex?

If you don't have a Conceal Weapons Permit (has to be from California, approved from a local Sheriff), then keep your hand gun in the trunk, it never hurts to do so. California is very strict on this rule regarding all firearms and air guns being transported in a vehicle. Now to my interpretation of the law, if you just have say, a magazine and the lower receiver in the car and the upper (slide assembly) in the trunk then you should be ok as long as you cannot fully assemble it while you're in the car.
Speed Bumps and one of those radar units that display your speed are both effective at slowing traffic. I'd start with the town council meeting. Put your complaint in writing and make sure the council is aware that there's a documented request for action to slow traffic and you'd hold them responsible if something happens.
